Some webm videos not working on Windows 7

FYI: Windows 7 here, new identity between slider tests, NS is 11.0.8, nine tests, working as expected

If you download the video and inspect it, it is vp9 (video) opus (audio)

reproduced that on a clean new 9.5a2 Win 7 32-bit, console error appeared on safer levels.
So on the standard level the video still does not work, but in this case you don't have the console error? yes

To be fair, that url doesn't play video (only audio) for me on normal Firefox either.
