Someone reported having this error on the blog:

This is not an error. This is reporting that the rulesets downloaded from https://https-rulesets.org/ are actually older than the ones that are bundled with the extension itself, so there's no need to download or apply them. This is a typical message when the extension is newer than the last ruleset update.
