Analyze onion key lifetimes

    Onion keys are supposed to be rotated after 7 days. This ticket is for analyzing the relay descriptor archives whether this is really the case.

      See the attached graph. It looks like most onion keys are in fact replaced after 7 days. But there are cases where they aren't replaced after 10 days:
