Valid flags should only apply for naming authorities?

Right now authorities mark servers as valid unless they manually decide not to.

Part of the goal of the 'naming' flag for authorities is to specify whether they
want to futz with their configuration and express opinions, or just leave it to

I think we should make clients decide whether a server is valid based on a majority
of naming authorities, rather than a majority of all authorities.

No. We should add a new flag like "naming" for authorities whose valid flags should count for voting.

Overusing the 'naming' flag like this would be bad.

Also, we should only do this if we think we could actually get more than two or three dir authorities
to unvalidate nodes. If not, we should look for authority ops willing to edit a file from time to time,
or reconsider.

Is it time to add this 'Validating' flag to dirserver options?

That's the trend we've used for other situations lately.

I think it could wait for the directory voting reorganization; we'll be hitting
that code a lot harder then.

As specificied and implemented, v3 authorities can vote on (or not vote on) any flags they like: a v3
authority is just as free to abstain from voting on Valid as it is to abstain from voting on

I'm going to mark this as "implemented"; the logical follow-up item ("authorities should be able to
decline voting on Valid") can be its own bug.
