Latest version for buster on Raspberry Pi fails to start

Description

Upgraded my raspberry pi running Rasbian to the latest 'buster' release and tor will not start up. Could not find the error I see in the logs listed anywhere else, so raising this ticket:

my sources file looks like this

deb http://raspbian.raspberrypi.org/raspbian/ buster main contrib non-free rpi
deb http://deb.torproject.org/torproject.org buster main

After apt-get update and apt-get upgrade tor will not start.

I moved to the latest version, because the previous version had started to consume 98% of the CPU on my system. I moved back to 0.3.5.8-1 and again tor is consuming 98% of the CPU and is basically unresponsive to connections. Also when I try and run nyx I get

pi@raspberrypi:/etc/tor $ sudo -u debian-tor nyx
Unable to authenticate: socket connection failed ([Errno 111] Connection refused)

Solved this by deleting everything in /var/lib/tor and restarting, now working as expected, low cup usage and accepting connections

NB This is on version 0.3.5.8-1, version 0.4.2.6-1 still will not startup at all.
