Test IPv4 Reachability using Chutney

Before we start making changes to tor's IPv6 code in #33048 (moved), we need to get IPv4 reachability tests working in chutney.

We should also test reachability in mixed-version networks, and update the mixed-versions network to mixed+hs-v23.
