Update requirements.txt in GetTor

Our requirements.txt file is out of date which makes it difficult for devs to test things locally.

It's also worth looking at the packages in the README, since those seem to be out of date as well.

FWIW, our sysadmins keep encouraging me to rely on operating system packages as much as possible. It makes it easier to keep services up-to-date, and security updates are taken care of.

Yep, and I agree that that's what we should use for the deployment. This is more for developers to be able to run tests locally (as discussed with meejah in irc). I looked at bridgedb, and that project also has a setup.py and requirements.txt file.
