building deboootstrap-image fails with 'vsyscall attempted with vsyscall=none' in debian buster

Description

When attempting to build debootstrap-image:

W: Failure trying to run: chroot /var/tmp/tmp.ctvHJkmxeX/base-image dpkg --force-depends --install /var/cache/apt/archives/base-passwd_3.5.26_amd64.deb
W: See /var/tmp/tmp.ctvHJkmxeX/base-image/debootstrap/debootstrap.log for details

dmesg output:

With a bit of googling, I added vsyscall=emulate to my grub config and restarted to get debootstrap-image builds successfully

This is on a relatively new debian buster install:

uname -a

Linux NAME 4.19.0-8-amd64 #1 SMP Debian 4.19.98-1 (2020-01-26) x86_64 GNU/Linux

Yes, this looks like the same as in README.BUILD_ERRORS. This error should also be removed when we stop using Wheezy (#26238).

I guess this ticket can be closed? Or do you want to use that for the comment removal once we switch to Jessie? I'd rather suggest doing that in #26238 (maybe making a note now in that ticket so we don't forget later).
