Allow setting up a locked update channel programatically

For #28005 (moved), it would be good to be able to (programatically) setup an update channel in https-everywhere in a way that is locked like the default EFF (Full) update channel.

This was fixed in https://github.com/EFForg/https-everywhere/issues/19207. We can now add the locked parameter for the update channel to fix this.
