Separate tor's IPv4 and IPv6 reachability flags

In #33222 (moved), I make tor build circuits to IPv4 and IPv6 ORPorts.

But we also need to detect IPv4 and IPv6 reachability separately.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
