Remove --enable-signmar from .mozconfig files

Since https://bugzilla.mozilla.org/show_bug.cgi?id=1562952 landed there is no --enable-signmar anymore. We should remove it from our Linux .mozconfig files.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
