Fix the tor logo used on the website

Description

We have two tor logo options for the website branding.

one is https://www.torproject.org/images/tor-logo_low_resolution.jpg which is 4076 bytes, 150x101 pixels, and jfif 1.02 standard jpeg image.

the other is https://www.torproject.org/images/tor-logo.jpg which is 5065 bytes, 160x100 pixels, and jfif 1.01 standard jpeg image.

Some like the detail in the tor-logo.jpg file, specifically the shaded onion stalk and onion body shading. These people feel this is higher quality.

Some like the simplicity of the tor-logo_log_resolution.jpg for its lighter color, smaller size, and visual match to the rest of the site.

Is there a way we can make it look high quality, lighter color, and keep the size at 150x101 pixels in a 4k file?

Is svg universally accepted yet? that would solve all problems.

SVG is technically supported in many browsers, but usually not well enough to handle anything beyond geometric shapes and mathematical formulas.

I propose we use something like this instead: http://jmtodaro.com/tor/test/images/tor-logo.jpg 150x101 px, 4034 bytes

I tweaked the color of the svg logo (which is properly kerned, btw) to more closely match the rest of the site's elements, and I went a hair bigger than the "low-resolution" version. Anything bigger than that looks off without altering the size of the header, in my opinion. Here's a preview of how it would look on the home page: http://jmtodaro.com/tor/test/home.html

I just committed this image and pushed it live. Looks good.
