Description

We need to document the new behaviors, design decisions and security properties of TBB. We should also justify the addon choices for TBB.

This document should replace the Torbutton design doc.

As part of this, we should double-check that our implementation meets or exceeds the Mozilla Do-Not-Track field guidelines regardless of if we actually set the header to ask the adversary permission's not to be tracked.

FYI, this document is going to be a merge of the ideas from https://blog.torproject.org/blog/improving-private-browsing-modes-do-not-track-vs-real-privacy-design and
https://www.torproject.org/torbutton/en/design/#adversary and will include an explanation of where and how design goals deviate from current implementation status. I expect the deviations to be mostly minor.

When am I going to learn these things take longer to whip up than just a couple days...

A draft exists in my torbrowser.git remote mikeperry/design-doc.

I've created #4113 for posting it onto the web.
