"no mans land" user usage stats points to wrong url?

Description

https://metrics.torproject.org/users.html#direct-users-table
includes 1.96% at "no-man's-land", and the link points to
https://metrics.torproject.org/users.html?graph=direct-users&country=??#direct-users
which doesn't appear to be handled by the main users graph.

Similarly, in the censorship detector, the link points to
https://metrics.torproject.org/users.html?graph=direct-users&country=ap&events=on#direct-users
which is also not handled.

So should it be ?? or ap? Once we pick one, we should also make it work.

The "??" country code stands for addresses that the GeoIP database couldn't resolve to any country, and "ap" is "Asia/Pacific Region." These country codes are both listed in the tables as "no-man's-land," because that's the default if a country code cannot be found in the list. There are other special country codes as well.

I removed all such country codes from the table-generating code.
