    https://metrics.torproject.org/users.html#direct-users-table includes 1.96% at "no-man's-land", and the link points to https://metrics.torproject.org/users.html?graph=direct-users&country=??#direct-users which doesn't appear to be handled by the main users graph.

    Similarly, in the censorship detector, the link points to https://metrics.torproject.org/users.html?graph=direct-users&country=ap&events=on#direct-users which is also not handled.

    So should it be ?? or ap? Once we pick one, we should also make it work.
