Display helpful tip for setting up a Relay

Description

When setting up a Relay, the Tor website advises people if they are not running a webserver to change their ORPort to 443 and their DirPort to 80. It would be helpful to provide this as a tip on the "Basic Settings" tab of the "Sharing" configuration panel of Vidalia. Otherwise, new users could become frustrated at the Relay not working properly and abandon running a Relay.

Setting the ORPort to 443 doesn't impact if the relay will work or not. However, it does help if the relay is used in the guard position to make the network reachable by people through restrictive firewalls.

The trick with making 443/80 default ports is that they're in the privileged range, requiring root privileges when starting tor. For arm I made this the default configuration, but I'm not sure if it's worth the extra pita for users...
