Re-sizable settings window

Description

I use "HTTPS Everywhere" everywhere, also on my NetBook. The problem is that the screen size on my NetBook is smaller then the window size used to change the settings. This renders the settings window useless, I can't see the buttons at the bottom for instance.

Please make the window re-sizable, or smaller to be able to see it in full on a smaller display.

To be clearer: the window is resizeable, but not to sizes below the twenty-row default size that I tried to set in the XUL.

The fix for #5020 is going to make this issue come back (on Windows, at least).

I'm finishing up my finals this week, so afterwards I'll look into it. The only ways I can think of right now to make the dialog resizeable are to open it as a separate window from either the existing dialog or to switch to inline options (https://developer.mozilla.org/en/Extensions/Inline_Options).
