I had been running Tor on Windows Vista successfully until now.
Startup is failing with the following error.

You should upgrade your Tor. I recommend the Tor Browser Bundle, on the download page.

Upgrading to TBB may well resolve your permissions issue too, since TBB is a standalone blob that you can place wherever you like.
