update urls in sample torrc

Description

src/config/torrc.sample.in has three busted URLs:

https://www.torproject.org/tor-manual.html (now a 404)
https://wiki.torproject.org/noreply/TheOnionRouter/TorFAQ#torrc (broken anchor)
https://wiki.torproject.org/noreply/TheOnionRouter/TorFAQ#MultipleServers (broken anchor)

We should do what we can to make these URLs work more, and then maybe change the torrc.sample so they're more right in the future.

I think it's too late for a change to 0.2.2 though, since we already put out the stable and weasel (rightly) hates it every time we change it since it makes all the debian/ubuntu users have to manually do stuff during update.

Status: newclosed

Fixed in git commit 9bcf315e9bd. I also took the time to include the OutboundBindAddress, ExitPolicyRejectPrivate, and PublishServerDescriptor options.

I also committed r25378 to the website since the 0.2.2 torrc will continue to point to a 404 for the manual.
