Create index for webstats.torproject.org

We need an index on https://webstats.torproject.org/ pointing to AWStats, Webalizer and the logs.

Done. The page needs some more text, but it's a start. I'm guessing we'll want to move the archived logs to another host (stenodon has limited disk space) at some point.
