bwscan never cleans up log files

Description

I have 2,707 bwscan.* logfiles from running the bwauth since 2011-09-22 at 10:35.

Additionally, I have roughly 875 sql-* files inside each scanner.(1-4)/scan-data/ directory.

How many files are needed? Or, how long should some set of files be kept?

Can I purge everything over 30 days?

The scanner sql files are cleaned up after 4 weeks.

The log files aren't, but they could be cleaned up with the data and sql files. We should probably make this optional, because some operators like keeping their history.

Alternately, we will probably fix this with the new scanner in #13630

Priorities and Severities in torflow are meaningless, setting them all to Medium/Normal.
