Transifex now supports XHTML files, move TSUM from .text to .xhtml

Description

I removed the split-bundle-part from the English user manual, re-created the .pot file and uploaded it to Transifex. Turns out that the previous .pot file was formatted a bit differently. Transifex got upset and deleted strings that had actually been translated.

We already have the translated strings in git and in /dist, so I just need to sit down and move them back over to Transifex.

Turns out that .XHTML fragments (I wonder if a whole file counts) are supported by Transifex. I should see if we can just upload the English .XHTML file directly and have Transifex sort out the rest.

Decided to lock the resource (no translations accepted) until I can clean this up.

I'm still working on this. It seems we will be able to upload XHTML files directly as soon as the Transifex developers sort out some of the bugs in their XHTML parser.

Migrated most of the translations from .po to .xhtml, updated the translation cron job as well.
