There are two issues here:

1) Perhaps non-servers (those with ORPort off) should be disabled in the same way as hibernating servers.

2) Perhaps active streams should get throttled or killed. once we're hibernating or ORPort is off.

We already do the correct behavior when hibernating: note the "soft"
hibernation period that starts when we hit the 95% mark.

But people who turn their ORPort off temporarily have different goals
in mind. I think what they should do is temporarily crank down their
Rate Limiting (RelayBandwidthRate and RelayBandwidthBurst), and then
crank them back up again afterwards.
