Update translation instructions for TorCheck

I should update https://gitweb.torproject.org/tor-check.git/blob_plain/HEAD:/README to include correct instructions for dealing with Transifex, the translation.git repo, and everything else.

added component::applications/tor check owner::aagbsn priority::medium resolution::fixed status::closed type::enhancement labels

I emailed aagbsn with the info last week.
