Canonical test case is https://xkcd.com - each comic has a < img src="url" title="some text here" > which displays when the cursor hovers over the image. Or at least, it does if I go into about:addons and disable torbutton. If I enable the extension, the title= doesn't appear, even if we're in "tor mode disabled".

Confirming - works OK with Firefox 11, not with current betas. Knowing that, I'll go and see if I can bisect down to when the Mozilla guys broke it.
(As an aside, dragging and dropping tabs doesn't work in trunk, but does in 11, not clear yet if it's the same root cause, or if the Mozilla guys broke the torbutton stuff twice)
Same problem with TorButton v1.4.5.1 with Firefox v12.0 (on WinXP SP3).
Problem occurs with Add-on enabled and Tor Mode Off.
Problem tracked down to TorButton only (not related to any other Add-on) as the Mouseover functionality on Images can be toggled on and off by disabling or enabling TorButton with ALL other Add-ons manually disabled...
The same goes for the Drag&Drop problem for Tabs.
Mitigating point (for Web Developers):
Mouseover Text Functionality coded with Javascript 'onMouseOver/onMouseOut' Commando is not broken, only the one with the 'Title' HTML Tag.
Changing Priority from Minor to Major as many Web-Sites (and Users) rely on Mouseover Text Functionality/Info before clicking on an (Image)-Link.
(The 'Version' Field of the Bug Properties stops at v1.4.4.1, v1.4.5.1 is not in the DDLB...)

Confirmed, the bug is still present in tor browser bundle 2.3.25-5 for linux (based on firefox 17.0.4). :(
I've also noted that firefox extensions (and greasemonkey scripts) that would force firefox to display the alt attribute (besides the title attribute) also don't work; maybe there is a common cause?
Yep, pity that this Bug is not being resolved, I've stopped using the TorButton Add-on 10 months ago as I needed the Mouseover for several Sites... (And not being able to rearrange your open Tabs in FF was quite annoying as well...)
