revise atlas 'about' page to point to official git repo, etc

Description

https://atlas.torproject.org/#about points people to hellais's personal github repo for the atlas code. Which is fine for the short term, but if it has a foo.tp.o host for it, we should get its code into a torproject git repo.

This is fixed inside of https://gitweb.torproject.org/atlas.git/commit/353adc4b92fceb4f9d361be12e37de0150ad7c95.

BTW, what is the proper way to close tickets? Should I mark them as Needs code/patch revision or just mark them as fixed?

If it's fixed and the fix has been pushed live, close as fixed. If the fix hasn't been pushed live but there's a plan for it to, close as fixed and note in your comment when the fix will go live.

"needs code/patch revision" means there's a git branch listed here and somebody pointed out problems with it and is waiting for the person who posted it to revise the git branch and then add a comment saying they did.
