Amazon lowered the prices for EC2 instances, need to update cloud.tpo with the new numbers and also email Access about GPC.

Amazon lowered the cost of running a micro instance. The cost of bandwidth, storage and IO is still the same. The price drop will not affect customers who are on the free tier.
Customers with a micro instance in Virginia, who do not qualify for the free usage tier, will pay up to: (720 hours * $0.020 per hour) + (40 GB bandwidth out * $0.120 per GB) + (4 GB storage * $0.10 per GB-month of provisioned storage) = $19.60
