Shorten tor exit notice urls

in https://lists.torproject.org/pipermail/tor-dev/2012-March/003371.html a patch was submitted to change the urls we have in the exit-notice file to shorter versions.

changed milestone to %Tor: unspecified

added component::core tor/tor milestone::Tor: unspecified priority::low resolution::fixed status::closed tor-client type::defect labels

See branch bug5410 in my repository ( https://gitweb.torproject.org/sebastian/tor.git/commitdiff/705d311ba290cfe4990b4e06f199869c7469eb72 ) for the patch + changes file. Christian: please yell if the attribution seems off, or if you'd like your name + email in git author info!
