Vidalia's "Avoid public network" dialog should ask about tor router?

Description

Vidalia should possibly update it's #2905 prompt to include an option for launching Tor Browser without proxy settings. People apparently want this (see #5611), and future Tor changes (#2667) might make it a necessity for transtor/tor router TBB users.

Shall we agree on the env variable name Vidalia should set for TorButton to enable this?

What fraction of the users who have a Tor transparent proxy configured will need this Vidalia prompt to help them launch TBB Firefox for use with their transproxy?

What fraction of the users who do not have a Tor transparent proxy configured will see this prompt and click the button that configures their TBB Firefox to not use Tor?

I think we've decided that we want to ask the user about connecting directly to the public network upon *all* first installs.

What fraction of the users who do not have a Tor transparent proxy configured will see this prompt and click the button that configures their TBB Firefox to not use Tor?

I think this will be a function of wording. There should also be a "read help" link that explains how the user can do more advanced things like enter the control port and password for the upstream router (if available).

In a perfect world, there should be some handshake protocol between Vidalia or Tor Browser and Tor Router to eliminate this dialog box...

However, right now there are a lot of custom hacks out there instead of actual Tor Routers, so it might still be worthwhile to provide the option at this point.

I created #6254 for the Torbutton side.
