Make/modify VoIP applications to work better on Tor

Depending on how hard it will be to make Tor handle VoIP applications people already want to use (#5699), we should explore how much mileage we can get out of making our own or modifying existing VoIP applications to work better on Tor. One example here is Roger's "push to talk" not-actually-realtime-but-close VoIP wishlist item that Nathan is working on.

We have a Mumble server up at that we have been testing with Mumble client with ForceTCP mode and SOCSK5 proxying. We also are testing with CELT and OPUS codecs in the 8k-12kbps range.

So far, the results are usable, but with noticeable delay of 3-5 seconds from speaking to when the rest of the participants hear you.

We are also testing with Plumble, an Android client which also supports ForceTCP mode and can be proxied using Orbot transparent proxying. We have an open ticket to get "Orbot mode" built into the app:

See #5707. I think that will give us the performance we need to make this tolerable.

This ticket is tagged SponsorZ, but it looks like progress stalled a while ago. Is this still a thing that needs funding?

Closing tickets in Metrics/Analysis that have been created 5+ years ago and not seen progress recently, except for the ones that "nickm-cares" about.
