Get rid of routerinfo_t->testing_since?

routerinfo_t->testing_since is not being used for anything. Should we get rid of it or keep it for a rainy day?

changed milestone to %Tor: 0.2.4.x-final

added component::core tor/tor milestone::Tor: 0.2.4.x-final priority::very low resolution::fixed status::closed tor-relay type::defect labels

Get rid of it.

Looks like I should have removed it in git commit 7a35dad00.

Verified that we're still not using it for anything. Removed in 9d4c53534de1c496069860f313633e1c31a8a461
