test_get_pid_by_open_file fails

Description

The test_get_pid_by_open_file test fails for me, because either pidgin or firefox seem to be claiming the /tmp dir.

Fixed it in my branch here

I also removed the skip for OS X, since the directory we're using should be new and unclaimed by any other application. Haven't tested it on OS X though.
