A user mentioned in the ethiopian blog post:

two of the biggest ISP's here in the philippines blocked tor recently!

The statistic for directly connecting users indeed shows a sudden drop in usage in the beginning of May. The bridge usage statistic shows a suspicious usage drop in the middle of June.

We should analyze the situation.

A bridge with brdgrd (Bridge Guard) and a patch that removes 0x0039 from SERVER_CIPHER_LIST works fine.
