New family like property: ASN
Directory authorities should publish a family like value for every relay in the network. I propose that the family like value is actually a 32bit field that matches the ASN of the IP address of the router itself. Once this data is published, we have the ability to see how our paths are built, to see if we would say, choose two nodes not in the same /16 but actually still nearby, etc.
I further propose that we reserve zero (00000000) for "I haven't said anything" for a given node.
This is not related to clients actually using these changes - we need a proper proposal for that kind of effort (as we do for this), I suspect.
