post-update hook to rebuild docs

Hi, stem is presently hosting its documentation on read-the-docs...

The site does a nightly sphinx build of stem's reStructuredText documentation. This is nice, but frequently means that I do manual rebuilds to make the documentation update sooner.

Read-the-docs also has support for hooks to do rebuilds...

Could I please have a post-update in stem's repo that issues a curl command? Issuing it for the following url should do the trick...

PS. We don't have a 'git' or 'infrastructure' component so just going for a manual assignment. Sorry if I should be sending this to someone else.
