Implement DNS Test Helper

Currently there is a prototype that proxies DNS queries that are incoming to a DNS resolver that is hardcoded.

This test helper should be parametrized and implemented using twisted.names.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
