Site's 'last updated' date is wrong

Description

The "Last updated:" date on the bottom of 'https://stem.torproject.org/' shows December 14th. This is wrong - in checking the logs I can see that the site's been repeatedly published since then and it has content from those changes.

We should look into where this date comes from and fix it. It's likely cached results (doing a 'make clean; make html;' would probably do the trick) though if it requires a full rebuild to update the date then it might be better to just drop it from the site.

Hi Abhishek. Mind explaining why setting html_last_updated_fmt would fix this? The incorrect date that this ticket is about is coming from the bottom of...

From where can I check log? Also what does Last updated date means here? isn't it the date of latest rebuild of docs?

That's what we're aiming for with this ticket. At the moment I suspect that it's just reflecting when index.rst was last modified.

No date is better than a completely wrong one. Simply dropped it from the site.
