Heads up: Opera’s extension APIs will change quite a bit after the summer. The Chrome extension should then be portable in three hours worth of work.

Status: new to needs_information FWIW, I downloaded the EFF-HTTPS Everywhere Chrome extension (via http://chrome-extension-downloader.com) and then dragged the resulting .crx file downloaded to the latest version of the Opera Next browser (http://www.opera.com/developer/next).
Everything seems to be working perfectly. Opera Next already supports all the permissions required for this Extension.
The final step would be for the EFF to create an account and submit the HTTPS Everywhere Extension to the Opera Add-ons Catalog at https://addons.opera.com/en/extensions/.

Who would have thought that switching over to chrome base will bring will bring anything good for opera.
People from Opera have been emailing me asking about this. Apparently the Chrome version works great in Opera 17+. The main work involved now is:
- Testing it (Opera 17 is only available in Windows and Mac OS X)
- Getting EFF lawyers to approve the addons agreement
- Building Opera into the signing and release process
