add configuration to debug output

export TORSOCKS_DEBUG=1

is set, please add the torsocks configuration to the debug output. (Stuff from /etc/torsocks.conf.)

I'm not sure MSGWARN is the appropriate level for this type of information. I think level 2 (MSGTEST) is a better place for it. We may actually want a msg level entirely for runtime configuration output, in the future, in between MSGWARN and MSGTEST.

I agree with anything that is useful for debugging / bug reports.
