HTTPS Everywhere breaks Adobe Flash requests that can only connect by HTTP

Description

In-browser Adobe Flash that must connect to HTTP URLs as part of its programming will fail with HTTPS Everywhere if there is an HTTPS alternative to the URL, because it will attempt to use the secure URL instead. And I presume that in-browser Flash does not have permission to make HTTPS requests unless specifically granted somehow.

I'm not aware of any reason why Flash couldn't make HTTPS requests. Aside from the situations covered in #6980, can you provide any examples of this?
