Metrics-lib functionality

The control protocol provides us with a variety of descriptor documents, which our Controller needs to parse when users request them. Metrics-lib is a library written by Karsten for doing this in java, but we need a python counterpart for this to be of use to our Controller.

The goal of this project is to match all of the capabilities of metrics-lib and eventually deprecate the library in favor of stem.
