RT: Create per language article classes associated with the help queues

As documented in RT, Articles can be used to write answer templates. It would probably make sense to
create an article class for each language and to associate these
classes with the support queues. It should also be specified to
only insert the article content in the reply when an article is

Status: newclosed

Done, you can now create/modify/delete articles and include them when replying to tickets. Different queues have different article classes too, so you should only see French articles in the French queue.
