We are missing translations for Vidalia, but I doubt we'll see a new Vidalia release anytime soon. I think the best we can do is a bundle with a translated Torbutton, a partially translated Vidalia (the translations in the current release, that is), and a translated browser.
[UPDATE] over 5-6 users sent the help desk emails about the new censorship law the Turkish parliament passed on the 5th of Feb-2014. The translations seems to be complete to create the bundle, what steps should be taken to create the new bundle?

See #10537 (closed) for how we added Arabic. I assume it's just a matter of adding "tr" to the right file -- which in this case might be torlauncher's import-translations.sh file, torbutton's import-translations.sh file, and something for torbrowser?
I think Mike is your person here, based on recent commits to these files.

Ok, this was done for the 3.6-beta builds. It was be easier to add Turkish for those, and we likely won't be doing a 3.5 release before we call 3.6 stable anyway.
