Can we have a tiny VM for DocTor?

Description

Damian rewrote the consensus-health checker which currently runs on yatei. We'd like to deploy his new tool on a new VM, unrelated to yatei. Can we have a tiny VM for this, say, with 256 MiB RAM and 1 GiB free disk space? It should have a doctor user that atagar and karsten can sudo -u to. Thanks!

How urgent is this? We are really hurting VM wise and putting more on existing hardware doesn't appeal very much.

Not urgent. We'll run it on yatei for now, and once we have a separate VM for this, we can move it there.

Karsten, do we want to move forward with running this on yatei? If so then please let me know what to do.

On a side note - Peter, presently your irc bot will stop getting doctor notifications when we switch over to the new version (thread where we discussed this)...

Sounds good. If he tells me the address I'll send notifications to it.

Let me know of the address to send notifications to if this is functionality we'd like to keep.

How about I deploy it on yatei using the metrics user? I can do that once you added the code to the DocTor repository. Or we could get you access to yatei and the metrics user and you install it there. Whichever you prefer.

I would prefer access to be able to maintain wherever this is running if I'm... well, the maintainer. :)

Dropping parent so we can resolve #8258. This would certainly be nice to have, but not a blocker to considering that complete.
