Document ExtORPort in tor manual page

I did man doc/tor.1 to see if my current checkout had support for ExtORPort and what the syntax was; it did have support but the option was not in the manual page.

changed milestone to %Tor: 0.2.5.x-final

added component::core tor/tor documentation milestone::Tor: 0.2.5.x-final priority::low resolution::fixed status::closed tor-pt tor-relay type::defect labels
