add anchors to the manpage

It would be nice if https://www.torproject.org/docs/tor-manual.html.en had anchors so we could link to specific config options.

I suspect adding the relevant anchors to our asciidoc tor manpage might make that happen.

I saw that weasel had some patches here. But he hasn't attached them or changed the ticket status.

I'm merging the 0.2.5.x version for now, and holding off on merging the 0.2.4 version until we see whether this breaks the manpage under some bizarre asciidoc version or some weird platform. I added a changes file as 245ecfff36c0cecc8e4aef5

I've merged the 0.2.4.x one as well, but if it causes any problems, we need to fix them fast or revert; we shouldn't hold up 0.2.4 long for this.
