    28 Sukhbir Singh and Arlo Breault put out a third alpha version [1] of Tor
    29 Messenger, the Instantbird-based instant messaging client with Tor and
    30 Off-the-Record encryption enabled by default.

    32 This release comes with packages for Windows and Mac OS X, as well as
    33 32-bit and 64-bit Linux. Major improvements include the ability to
    34 create XMPP accounts in-band (that is, by logging in with the desired
    35 account credentials, if the chat server supports this), meaning that
    36 users no longer have to create their accounts beforehand over a non-Tor
    37 connection; usability improvements to the Off-the-Record extension; an
    38 installable Arabic language pack, courtesy of Sherief Alaa (with more
    39 languages to follow); and other network- and application-related
    40 enhancements.

    42 However, this is still an alpha release: “there may be serious privacy
    43 leaks and other issues”, so “please DO NOT recommend Tor Messenger to
    44 end users” just yet. If you’d like to test the software out, please see

    46 then submit your feedback on Tor’s bug tracker [2] with the “Tor
    47 Messenger” component, or on the tor-dev mailing list or IRC channel.

    55 Donncha O’Cearbhaill, one of the students participating in the
    56 first-ever Tor Summer of Privacy [3], released the first alpha version
    57 of his OnionBalance tool [4]. OnionBalance “provides load-balancing and
    58 redundancy for Tor hidden services by distributing client requests to
    59 multiple backend Tor instances”; if you run an onion service that
    60 handles a large number of client requests, or require automatic failover
    61 in the event that some of your hardware fails or is seized, OnionBalance
    62 will help to distribute the load evenly and efficiently.

    64 The tool is currently under heavy development, and “there are likely
    65 bugs which cause the OnionBalance service to crash or not operate
    66 correctly”. “I would very much appreciate any feedback or bug reports.
    67 In particular I would like to improve the documentation and make the
    68 tool easier for operators to install and run”, writes Donncha. Please

    78 The first issue of Tor Weekly News was sent out on July 3rd, 2013 [5].
    79 Since the last anniversary, we’ve reported on many positive developments
    80 in the Tor community: work by Facebook security engineers to offer a Tor
    81 onion service for the world’s largest social network [6]; the Library
    82 Freedom Project helping American public libraries to protect their
    83 patrons’ right to free expression with Tor [7]; a significant
    84 community-chosen donation by Reddit to the Tor Project [8]; credits for
    85 Tor and Tails in an Academy Award-winning documentary film [9]; and of
    86 course the daily software development, research, and innovation that
    87 ensure security and anonymity for millions of Internet users around the
    88 world. Last month we were even able to lead our hundredth issue with the
    89 wonderful news that the United Nations Special Rapporteur on freedom of
    90 opinion and expression has endorsed the Tor Project’s work in his first
    91 report to the UN Human Rights Council [10].
