Hi,

You can try using the Pluggable Transports Bundle. You can download it from our 
website, or from one of the following mirrors, for example:

https://www.torservers.net/mirrors/torproject.org/dist/torbrowser/
https://tor.myrl.net/dist/torbrowser/
https://tor.li/dist/torbrowser/

If Tor is unable to connect, try using the following bridges:

# Email the user two or three obfsproxy bridges from bridges.torproject.org

If you find that our website and all mirrors are blocked, email "obfs-windows" 
to gettor@torproject.org to receive the Windows bundle via email. To get more
obfs2 bridges, email "obfs2" to bridges@torproject.org.
